I dunno if this is of any use for the Dreamcast or not, but M$ is releasing the source to there CE kernal.

well I don't think it can be of help, just the kernel isn't enough, we'd need appropriate device drivers and developpment toolkits.
I don't think the dreamcast will be supported in this 6th version of windows ce.

Anyway it can't be bad to be able to have access to sources.

Yes it can, if that access comes with restrictive license terms.
