It was first announced back in 2000, I think. Example:

http://terror.snm-hgkz.ch/mirrors/www.t ... /n07b.html
http://www.gamesurge.com/dreamcast/rele ... JAPa.shtml

The latter location states that the game was released on July 17th, 2000. I am unable to find any evidence of this situation.

Not to be left out of the party; The Xbox apparently had a strategic RPG title announced in 2001, which also does not appear to have surfaced. It's funny, too, because they talk about it as though Ring Age had been released and was widely-known to be "way past cool":

X-Box gets a strategic RPG
Takuyo, the Japanese software house behind Dreamcast's Ring Age, has announced the release of a strategy-based RPG, in the line of titles like Ogre Battle and Shining Force. With some staff members who also worked on this Sega title, a lot is expected from this game. The release date has been set for a bit before Christmas this year.

If I had to guess, I'd say that unless Takuyo come up with any more great ideas in the coming months, that the game could be released this year (ha, ha). Looking at their "New Release" page, it seems that they have only two more titles lined up before Ring Age's position in what I'm guessing is their priority list. Here's hoping?

http://www.sega.co.jp/dc or http://dreamon.cyberdogcastle.com/index ... rcialGames are the best place to look for whether a game has been released or not.

The game was scheduled to be released in 2004, but has been pushed back.

The new release date is unknown.
