Kind of.

The GT2 Bleem!Cast disk emulates a PSX that can *only* play GT2

The MGS Bleem!Cast emulates a PSX that can only play MGS...

And its pretty much the same story with Tekken 3...

If you're asking if you need to buy a copy of the game *as well as* a Bleem!cast disk the answer is yes you do.
