You'll need system software. If you have a system 9 CD, you'll have to go into Disk Tools, booting from the CD. Then you can do a format. and partitions.
If you don't have a System CD, and if you don't mind using system 7.5, you can download it from Apple's website, for free.
Or you could go to an Apple dealer, and have them do it for you. I don't think they'll charge you a lot of money.

damn i formated and reinstalled mac os 9, but the ohucking pc still crashes when i turn it on after finishing loading things
