I first noticed it playing NBA Showtime On NBC as I couldn't enter my name because my joystick was moving all over the place. I then tested Fur Fighters and noticed the analog stick pulling up and to the left, very slowly. Not sure if there is some conflict with the accelerometer or what's going on, but I don't see anywhere within the Reicast file structure to configure the max/min analog areas.

Here is my DS4 Mapping.
