Depends on the version you want to get online.
If you play on pc (pso v2 for pc) then you pretty much only need to patch the game with the server ip, this ip is on the connect section.
For dreamcast it depends on what way you want to connect, you can use dial up, use a broadband connection by using a BBA or you can be more exotic and let your pc lend the internet connection to the dreamcast.

Just say when you are online, arrange a day and an hour (specify timezone) so ppl know when you are on.
