Where can I download a Dream cast emulator? Is my computer good enough to run it?

AMD Phenom II 9150e Quad Core Processer (1.8ghz)
ATI 3200 HD Intergrated graphics
4GB RAM

He (or she) didn't. I moved it from the Emulators forum to Dreamcast Emulators but left a redirect in place.
Insane homebrew collector.
