Their FAQ section was an interesting read.

Getting kicked in the nuts often ISN'T enough. That's the problem. When it comes to responses to injury, they're not really predictable. Yes, something like that COULD work at times, but in other situations it could easily simply make things worse (as in, much much more violent). However, unlike getting kicked in the nuts, getting your penis stuck in an anti-rape device would likely cause extreme pain until removed, and as I already stated, they cannot be removed on scene without severely injuring your favourite organ.

Sure it's possible that a rapist, upon discovering his penis is caught in a condom with piranha teeth, will lash out violently, but certainly your odds of surviving a rape greatly increase when utilizing an anti-rape device.
