Potential PSU Problems

Hey,

My DC's VGA cable always sparks when connected to a monitor so I probed around inside for some interesting results - Seems the ground line of the console is, with reference to earth, a 92 ~ 95V AC signal at around 2kHz. The internal shielding, PSU ground points and external AV pins are all at this crazy voltage.

On a TV (which, coincidentally are ungrounded - Note the two pin cabling) the DC looks fine but on a PC monitor (Grounded. 3 pins) signal noise destroys the image.

Surely this isn't right? I've checked all shielding and insulation so other than replacing the PSU is there anything I can do..?

... no? i'd check around dcpawnshop for a second hand one.
