can it be a cd-rw or a dvd-r/rw?
preferrably a re-writable one so i can add and subtract roms as i go?
does it have to be a cd-r?

Dreamcast can read CD-RW with a bit of laser tweaking, but I wouldn't recommend that as it's likely to shorten the lifespan of the drive. It can't read any form of DVD. It might be possible to add ROMs to a CD-R by burning multiple sessions, but I'm not familiar enough with it to know the details that would be involved with that.
