Making a DC game

ok im new to the programming designing thing but i have a great ideas for some Dreamcast games. I want to know if i can use any 3d tool/2d tool to make the graphics in the game for the dreamcast. What can i use to make the game?

Depends on what programming languages you know. If you don't have much experience, you could start with making a game for FENIX:

As far as 2d tools, you could use MS Paint or GIMP to create sprites. For 3d modeling however, you might be able to use blender, it's free and most of it's capabilities can be compared to the likes of adobe photoshop and paint shop pro. http://www.blender.org If your new to programming, I would suggest you try SDL. It's very easy to program for and you gain experience rather quickly for making games.
