Announcement & download.

This is a continuation of the "is there any interest in an updated Quake engine" thread.

The changes in this version are mostly optimizations to improve performance on the Dreamcast, and making several non-essential effects optional & disabled by default. Some lightweight dithering methods were also implemented to improve the image quality a bit, though they may not look good enough in the DC's low resolution.

I'm still not satisfied with the performance, and there isn't anything else I could do to improve it enough, so I've scrapped the plans of optimizing specific stuff such as the scrolling skies. But at least it should be a little better than the previous ones.
