Well, sad news for you, your Windows 10 system clearly stated the problem for you. Change the decompressing program or run it in compatibility mode. (right click 7z.exe -> Properties -> Run in compatiblity mode -> Select the Win7)

By using the cache, instead of reading from the disc, you would always read from RAM. Even if it took you a long time to find the data in the cache due to the changed order, accessing the disc is so slow in comparison (magnitudes!), that you're guaranteed to get a speedup. Let's look into some random example from KOS:
$(KOS_CC) $(KOS_CFLAGS) $(KOS_LDFLAGS) -o dreameye_test.elf $(KOS_START) \$(KOS_LIBS)
(from dreameye makefile)
If we change linker output format to .EXE, wouldn't we being able to make .BIN from them?
