This appears to be a variant of the 9S dump of House of the Dead 2. This is from the "Sega All Stars" version of the game.

Disc verified and added to the dats. Thank you both for submitting it! :)

Still unverified variants are the *9S* 51002 linked on the first post above and a rather intriguing disc with ringcode MK-51002 1MM1 C 98. This is japanese style ringcode, quite possibly from an early batch of the game before manufacture started in US plants.
